Refresh rate help__ please!!

Im pretty sure that the problem i have is the refresh
rate of my monitor. My mom messed up my computer trying
to find solitaire, and now when i open a window and move
it around the screen, its slow and it looks really
glitchy. I looked through the f.a.q's and found something
that told me to open the display properties, go to the
settings tab, then advanced, then click the monitor tab.
In there was the place where i could change the refresg
rate, but the only thing that i could click on was the
drop down menu, and all it said was "Use hardware default
settings." Can someone help me? is there a way to change
the refresh rate from its deffault setting?

right-click any empty space on your desktop. Go to
the 'Properties' item. click the "settings" tab and
change the screen resolution to a different resolution.
Let the screen settle down into the new resolution after
clicking "Yes, I want this resolution", then change it
back to what you want. This may fix the problem.
