Reformatting hard drive in windows 2000

I'm trying to reformat my hard drive and I get the
message: 'Cannot lock the drive. The volume is still in
use.'

But there are no applications running. What am I doing
wrong?

The system is using the drive. This will always happen if you try to format
the boot drive or the system drive.

You'll have to boot from floppy or CD and do it there.
