Reenable plug & play service

I've had a problem on my laptop: "svchost.exe" was consuming in the
last 4 days together with "system" nearly 100% of the cpu time, making
it impossible to work. I started to shutdown different services,
however the RAS service was not responding for shutdowns. So I
disabled all services not being able to shutdown and rebooted. The cpu
consumption is normal now, but I am not able to reenable the plug &
play service, or any service again. Messages like (translated from
german):

Configuration Manager: The plug && play service is not available

Prevent any service from configured. This is even true for the plug &
play service itself.

I would appreciate if somebody could give me a hint how to enable p&p
again. Is there a registry key or something to make this service work
again?

Easiest to restore the registry from the backup you made before the changes.
