recycle bin

I cleaned out some programs from my hard drive but after
the uninstalls there were some folders left over so I
sent them to recycle bin to be deleted. Now when I try to
empty the recycle bin it deletes all other items beside
those items and comes up with this error message.

cannot remove folder dc9:
it is being used by another person or program.

Please help with any ideas.

Boot into Safe Mode (press the F8 key when you power on, but before the
Windows logo) and try to empty the Recycle Bin from there.
