It is alleged that TaurArian [MVP] claimed:
Note: Files that were previously deleted will be permanently erased from the Recycle
Bin.
Create a notepad document and save it (any name will do).
Now delete the file so that it goes to the recycle bin.
Empty the recycle-bin.
To test, create another file and then delete it – does it now show up in the recycle
bin?
If not, then continue on to the following site for more information.
Files Do Not Show Up in Recycle Bin When Deleted
http://support.microsoft.com/default.aspx?scid=kb;en-us;168570
The above site does not address the question the OP had asked, which
mirrors something I noticed a week ago. I had an empty Recycle Bin and
I deleted a file. The RB icon changes to indicate that it's no longer
empty. I open the RB and the file I deleted shows - for about 1/2
second then disappears from view, leaving me with an empty list.
Closing the RB, I still have the "not empty" icon. If I tell it to
empty, I'm given a prompt if I want to permanently delete the file
<file name>. I click "no" and then open the Recycle Bin. The file
shows for about 1/2 second. Lather, rinse, repeat.
I finally worked my way around it by opening the individual "Recyler"
directories on my two hard drives and manually moving the file out of
the RB. I did not re-delete the file until after I rebooted, when it
then showed as normal when deleted to the Recycle Bin.
