Recycle bin problem

Please help
Since installing Norton antivirus 2004 any files I delete do not go to the
recycle bin but are immediately deleted permanently. I have confirmed that
the box to enable this option in the recycle bin properties is NOT checked
but that is what is happening.
Any help gratefully appreciated
