Recycle Bin Not Being Used

I have an networked XP SP1 workstation. I deleted some files and the
Recycle Bin icon changed from "Empty" to "Files Inside". When I
double-clicked on the icon to delete the files, they were not there,
yet the icon still indicates files are in the Recycle Bin.

The system is set to have items go to the Recycle Bin first ... not
automatically delete from system.

I have been told, because it is not a 'show-stopper' that my user
profile has to be redone to have the Recycle Bin work as usual. Is
this true?

Please advise the best corrective action, if possible.

One thing to check

Right click the recycle bin and click explore. See if there is a subfolder
off of the recycle bin folder.

When I 'explore' the recycle bin, there is no subfolder off the
recycle bin.
