Recovery Console

Hi. I recently removed all from my hd and reinstalled all. There
is a registry tweak that disables or allows access to the Recovery
Console on the cd. I changed before and would like to utilize
this feature but can't figure out where I found the instructions
got it from. Can anyone help?

I need to clarify something: I meant to say the setting allows
access to the recovery console on the cd without a password.
