I've seen this question before, but never an answer.
So, "I don't think so" is the best I can offer.
If it _is_ possible, perhaps this time we'll see how.

The Erd-commander is like the Windows PE an extension of the recovery
console. Pebuilder from Bart Lagerwej builds a comparable environment
from factory xp cd's. See www.nu2.nu .

Issues with the keyboard layout in this environment are also discussed in

Recovery console keyboard layout = Simple fix

Hey guys,

Was reading your post and wanted to tell you how to do this. It is very simple.

First make sure all system files and folders are visible. Then go to c:\Cmdcons folder, find a file called txtsetup.sif. Search for a section called [NLS], under there you will see " DefaultLayout = 00000409"

Just change the number to what you want, save and when you reboot to test RC you will have the keyboard of your choice.

I hope this helps out.

Cheers
