Recovery Console Commands lead to Strange Error Message

Windows XP Home edition is failing to boot and reports the error:
"The file C:\windows\system32\c_1252.nls is missing or corrupt"

Microsoft's KnowledgeBase Article 830088 prescribes a fix that commences
with running "chkdsk /r" from the recovery console, which reports:
"The Volume appears to contain one or more unrecoverable problems"

From that point on I cannot perform any more corrective measures.
Any command I try within the Recovery Console responds with "There is no CD
or Floppy Disk in the Drive"???
Of course there is a CD in the drive, I had to boot off the Windows XP Home
Edition CD!!
I even get the no CD with a DIR command.

Any suggestions?

Try putting the drive as a slave drive in another box that reads NTFS
and do a chkdsk from there.
