recovery console access denied whem trying to create tmp directory

I have a corrupted register and my pc is not booting. I have installed win XP
professional. When I boot from CD and type R to use recovery console It goes
to C: dirve. Then I try to execute the command " md tmp" to create a back up
folder but I got error message. "Access Denied" it seams like I don't have
permissions to acces this drive, but it never ask me for admin password.
My initial problem is Error message. Windows could not start because the
following file is missing or corrupt \windows\system32\config\system

I'm I missing any thing here why is it giving me access denied error
message? And how can I work around this error.

Some body please help

Thanks

You should actually be in the c:\windows directory. type DIR to check
where you are.

By default, the recovery console does not have permission to work on most of
the drive. You have to alter permissions, when the system is running, to
change this.

If you're tring to create c:\tmp, this will likely be the case. You should
be tryng to create c:\windows\tmp
it seams like I don't have
permissions to acces this drive, but it never ask me for admin password.

This is not clear. The Recovery Console asks you to log into the
Admnistrator account wth a vald password (which may be blank).

Did this not happen?

You can do all of this work in other ways, particularly if you can attach
the drive to another system or boot from a Linux CD with file manager tools.

Patrick, thank you for your reply. Yes I'm already on C:\ Drive but If I type
any command here, I got the access denied error.

What is really weird is that when I hit R to use repair console, it doesn't
ask for installation to be repair or admin password, it just goes staigh to
C:\drive

Often time that is a sign the the file system on the drive is corrupt,
you can run a chkdsk on it and see if it can repair it. Be advised that
there is always a risk of data loss when you run chkdsk.

oskys1 - Usually (99.9%) a message that a file at boot is mising such as a
system file . hal.dll, etc. does nto mean the file is missing but that the
boot process cannot find the file.

Boot from the XP CD and ignore the first offer to use the Recovery Console -
let setup proceed and you should be presented with a note that an
installation of Windows has been found and will be listed - you will be
offered to repair that installtion or to proceed with a clean install -
select the repair option - setup will continue as an upgrade installation
and repair.
