Receiving Junk email but not business email

I have a user with Outlook 2003, getting Hundreds of Junk e-mail but when
another client sends her an email she doesn't receive it. And the more she
puts junk email in the Junk mail folder the more Junk e-mail she receives.
Any Ideas?

putting messages in junk will not cause more junk...

what folder is she working in?
how is she putting it in junk email?
is she using rules to move business mail around?
is she using a pst or her exchange mailbox as her default delivery location?
has she tried searching her mailbox for the missing email?

she is using her POP3 account as her default delivery location, she is using
the old click and drag method to put the Junk emails into the folder. No
rules are being used to move business mail. Also, she can receive mail from
the exchange server but not outside parties unless its junk mail.

Have her set junk handling to high instead of dragging them - and if she's
going to drag, move them to deleted folder instead. Or just hit Del and get
rid of them.

check the diagnostics on the server - is mail coming from non-junk senders
even making it to her mailbox?

She seems to think that putting messages in the Junk E-mail folder is
something Outlook notices. It doesn't. Putting messages in the Junk E-mail
folder does not train the junk mail filter and will have no effect on how
much junk comes in.
