Receiving error 0x80070057 when sending email in MS Outlook 2007?

I am able to RECEIVE messages, but NOT ABLE TO SEND. Running MS Outlook
2007, and receiving error 0x80070057 Could not complete the operation. One
or more parameter values are not validated. Can you please help? My email
goes through a POP email with sbcglobal.net. I validated all settings with
SBC already.

I am able to send apparently, but am not able to receive. I validated all
settings with Centurytel.
