Error message in 0X800CCC0F

I have Windows XP, Home Edition; SP2 is installed
Outlook 2003 and my
ISP is SBCGlobal.net.

I can receive messages, but am unable to send. I have tried everything that
has been suggested, but nothing has worked. I have no trouble sending and
receiving messages through sgcglobal.net.
