Receiving attachments of pictures already show'g in email???

Why do I receive attachments of the same pictures that show in the email?
This didn't used to happen and then all of the sudden it happens about 85% of
my incoming email.

Try clearing Outlook's secure temporary folder and see if the problem
persists:

Attachments remain in the Outlook Secure Temporary File folder when you exit
