Receiving an error meesage on outlook in Windows Vista

Shortly it seems that all links in email are not operating. I receive an
error message" This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system administrator"
I have reset my IE8 in the advance tab, but it still does not work. does
anyone have a solution. Thanks
