Can't open links received (embedded)in email messages

When I try opening a link received in an email message I get an error message
stating "This operation has been cancelled due to restrictions in effect on
this computer. Please contact your system administrator. My computer is a
stand-alone home computer, and this is a brand new error that makes no sense.
