Rebooting constantly

i turn my PC on and it runs the noirmal setup, then it
gets to the windows XP screen where the blue bar loads and
moves from left to right, then my computer stops and just
restarts itself. this is constantly happening and i cannot
gain access to my Windows XP partition.
