reboot 3 times then starts normally

A computer reboots three times, then enter windows xp pro
normally, gets to the start of the blue screen when it
reboots. Have tried another hdd, ram, video card, have no
periphals attached, all to no avail. have downloaded most
up to date drivers for all hardware

A 2x/4x 3 volt video card in a 4x/8x 1.5 volt AGP slot will
sometimes cause this behavior. A bad spot in the RAM or
the CPU will also cause this.
