REARRANGING LIST ORDER

Yes you can do it very easily.

Right-click inside the folder, select Arrange Icons by,
then select Name.

By the way, writting in Caps Lock (upper case) is
considered very rude, it's view as yelling...

rearange the list i.e. selecting "name" as an option
rearanges the list by alphabet. I want to move items
around in the list i.e. by dragging and dropping.
This was a common feature in windows 98.

Please don't yell at us. We can hear you if you type normally, in
mixed case.

You can't literally arrange them manually, but if you want to
sort them differently, you can do it just as you did in previous
versions. The easiest way is to click on the header of the field
you want to sort on. To reverse the sort (ascending vs.
descending), click on the header a second time.
