read receipts

why do some read receipts work (i.e. you open them, close
them, they delete themselves and the receipt is tracked
in the original message) and others don't do anything? I
use IMO installation of Outlook. Could it be affected by
whether the rules wizard moves the receipt out of the
Inbox?

That's it indeed. You'll have to read the receipt in your Inbox and delete
it from there to have Outlook process it correctly.

One more question: as well as the read receipt having to stay in your inbox, does the original message have to be in the Sent folder for read receipts to work, or can it be moved

Yes, the items needs to stay in your sent items in order to update the
tracking information
