read receipt tracking

Why when I send an email with "read receipt" enabled, does the recipient have
the option of having that read receipt actually sent back to me? doesn't
that defeat the purpose of a read receipt?

Dear,
Read receipt is a sole property of the recepient - that is up to him - we
cannot force.
He may set the options like
1. Always send a response
2. Never send a response
3. Ask me before sending the response.

Howeverin previous versions of Outlook (I am an Outlook instructor) the
recipient had no choices, and the sender knew when his email had been read.
