read receipt Outlook 2007

I got a strange behavior by using read receipt in Outlook 2007 and Exchange
2007 for one specific user.
User1 sent email with "read receipt" to User2; just internally (same
Mailserver, same Domain). Both clients are configured
identically with "read receipt" and "always send receipt". Email with "read
receipt" is going out to User1 when User2 marked message as read.
But User1 never got the "read receipt". Reverse test working without problems.
Different users doesn´t have this problem. There are no filtering rules
configured in outlook (outlook.exe /cleanrules was done).
 
You can use the Exchange message queue to see what happens to the message.
Does it arrive on the server?
Does it get out of the queue?

Exchange Server logfiles tell me that the message (subject: read receipt)
was successfully delivered from user2 to user1.
Do you know something else where/how I could debug it?
