when a user (who have R/W permission) open a word doc on
the file server it opens as R/W but after he close it
when he tries to open it again it will open as read only
unless he waits for some considerable time.

What is the cause and solution please.

This has more to do with connection time-out time. First,
there is protection so that a document can't be opened and
changed by two people at the same time. Otherwise, one
change would be posted and the other lost. Shorten the
connection time-out and it should solve your problem.
