Read-only Folders

I have just done a clean upgrade from Win98se to Win XP Pro SP-2. In Win
98se the Read-only box on the property sheet of a newly created folder was
unchecked. However, in Win XP a new folder is set to read-only. Why has this
change occured and what are its implications?

It happen by default in XP, but the folder in not read only, and can be
changed.
