cannot change folder permissions?

Win XP Pro, SP2:

I need to change a folder to have "read & write" access. I right-click on
the folder, choose "properties", then uncheck "read only" in the "general"
tab. Click apply, click, ok.

The changes seem to take effect, but if I right-click on the same folder
right after making the change, read only is checked again!

What gives?

That setting has no meaning with folders. Ignore it.
