Lately when I download my email from my ISP's pop server the email
messages are "read-only". I have to close Outlook 2003 and re-open it
to get total access to the messages.

Why is that? Can I prevent the read-only in the first place?

Where are you seeing this? Email messages in HTML and plain text form can't be edited until you choose Edit | Edit Message.

When I open the message by "double-click" the banner at the top is
marked "Read-Only". If I try to "Forward" the message I'm told that I
don't have permissions. I have to close Outlook 2003 and re-open to
"unlock" the message so that I can Forward it to someone else.

A screen shot can be viewed at:

Thanks for the screen shot. Does this happen with every message? What folder in Outlook in Outlook do these messages reside in?
