Read only attribute won't go away

I'm having problems removing "read only" attribute from a folder. I check away "read only", then push "apply" or "OK". I go back in at properties for the folder, to check if it did any change and it NEVER happends!!!!
 
It neither tells you or allows you to change. It is not saying it's set anyway. Click it three times to see what I mean.
