Re-starting my HP Pavilion 750c

I have Windows xp home edition and my HP Pavilion 750c
won't re-start. Whenever I choose "restart", the monitor
shuts down, but the tower stays on. It seems like it
wants to shut down and come back up like it should, but
it never comes back up. Any ideas?
I've already done some troubleshooting with my system
configuration utility to no avail.
Any help would be great.
