Power features not working?

I have an HP Pavilion zd7000 laptop with XP Pro. The screensaver is set to
"none". I have these power settings:

Turn off monitor: After 10 mins
Turn off hard disks: After 15 mins

However, after 10 minutes, the monitor is still on. In fact, it doesn't
shut down at all. This started about four days ago. I set the monitor to
shut down after one minute. This worked but then a few minutes later it
would always come back on. This kept happening.

Any ideas what is wrong or how I can troubleshoot it?

Do you have a separate mouse? It could just be mouse "creep".

After rebooting it works but periodically it doesn't. So no solid solution.
