Re-register gpedit.dll breaks secpol.msc ?!

User set up a clean install of WinXP SP2. I joined it to an NT4 domain and
attempted to manually apply policy settings using secpol.msc, got the error
Snap-in failed to initialize.
Name: <unknown>
CLSID:{8FC0B734-A0E1-11D1-A7D3-0000F87571E3}
however solution in 826282 did not work (PATH is fine.)

Group Policy does not appear in the snap-ins list when I attempt to set it
up manually.

On a test computer (XP), I tried to unregister-register gpedit.dll:
regsvr32 /u gpedit.dll
regsvr32 gpedit.dll
When I did this the test system could run the snap-in but did not retrieve
any policy settings ("Windows Settings" appears, "Security Settings" does
not.) This problem was corrected on XP using System Restore.

1. How do I correct my second problem on Windows 2000 to get Local Security
Policy working again?

2. How do I correct my original problem on the new XP computer?
