I have tried in vain to Re-install IE. It tells me a new
version is already installed. I cannot get it to pull up,
the icon is gone, it's gone from the start menu etc. When
I do try to pull it up any other way, it pops up a dos
prompt, which quickly vanishes. I can't even get into the
regedit, from the run screen as I've seen suggested on
Microsoft's site, any ideas?

Been there, done that! I can't figure out what's
happening? Did you try to delete adware, by any chance?

Inability to run REGEDIT indicates the presence of virus in the system

It's caused by viruses. Run a full system virus scan.

To enable reinstallation of Internet Explorer, you may use the IEFix util, then proceed to reinstalling IE (without knowing the actual problem?)
