Re-install woes: CBrowserCtrl load fail and Repository read-only

I updated my PC from Win2k to WinXP and re-installed XPe. I didn't change
or delete the database. After installation, XPe database manager fails
with:

Run-time error '372':
Failed to load control 'CBrowserCrtl' from CBrowser.dll. Your version of
CBrowser.dll may be outdated. Make sure you are using the control that was
provided with your application.

Also, if I try to install any QFE, I get the read-only error, even though
I've cleared read-only on every file, and added my user-id to the ACLs with
all-access. The read-only setting on the directories keeps resetting and I
can't apply the QFEs.

I re-registered the DLL, and deleted the repository directory.

Now, I'm OK.

Well, I'm not OK. I still cannot import anything unless the repository
directory is deleted first.

Help?

You should set security attributes for everyone (or specific user) to full
control for both network share of your repository and all local repository
folders as well.

It was the settings on the share itself, not on the files. I found this
just before your post.
