Re-install WinXP stays at Restart always

I have formatted the drive and want to re-install windowsxp pro. All seems
to go ok but it eventually keeps on staying on the screen where it says
"Restarting computer" but it never goes beyond it.

I tried to shut it down completely and then start up again, but that just
started the process of installing the files all over again. Eventually it
again stops at "Restarting computer"

I tried it with leaving the official MS Windows XP Pro version in the drive
and also with taking it out before shutting it down and restarting it. It
makes no difference. I cannot get it to finish the installation.

I also tried the R (repair) option and I wind up the same way eventually.

What should I do?

Have you tried to delete your drive partition? If not, delete partition and create a new partition and format and reinstall xp pro.

What should I do?

On one system, I had to catch the screen to enter BIOS and switch the
preferred boot device back to hard drive or it would sit forever on that
last restart. After changing the setting, I would exit/save changes and let
setup continue. There was no interruption of power - just a detour to BIOS
to change a setting.

The systems I've had since, setup seems to get by that hook on its own and
proceeds without any extra steps from me.

Maybe yours is like that one system I had and a detour would be worth a
try?
