Who are you logged in as? You need to be logged in as an Enterprise Admin
to authorise a DHCP server. A simple domain admin won't cut it.

My Administrators account is part of the enterprise admin
group....

Hmmm. I found this article on the knowledge base which describes how to
allow other users and groups to authorise DHCP servers.

However, it sounds like you've been over the permissions issues already.
Perhaps it's worth trying the actual administrator account of the root
domain (if this is not what you're using already).
