re-activation

Hi I put a new hard drive on my brothers computer, re- instaled windows xp
home on new hard drive with no problem, exept for now it comes up when
loading 3days to activate, but there is no activate windows button in system
tools can anyone please give me some ideas,, thanks

Click start/run, then copy/paste in this line and click 'ok':
%SYSTEMROOT%\system32\oobe\msoobe.exe /A

Manually:

Start --> Run:

OK.

it just says it canot find it, have you any further sugestions please
