RDP to Vista Pro no working anymore

I have user that can not make an RDP connection from home to his Vista Pro
workstation in the office.
I tested and can not connect from out side or inside the network. I
confirmed the listen port is correct. I have even changed the port number
and still no good. The firewall is off.
I am considering loading MS MESH https://www.mesh.com/ as a work around but
I would rather resolve this. I have not found anything online and apologize
in advance if this problem has been documented in the past.

No firewall.. RDP enabled. Windows Vista Professional (Service Pack _?
32-bit or 64-bit?)

Can you telnet into the machine by whatever port you changed it to?

You really haven't described what happens when you try to connect - what
does happen?

NLA required or not?

Sorry about the missing info:
Windows VistaT Business - Service Pack 2
32 bit
NLA not required
Nothing really happens, it times out
Telnet times out also
There isn't a record of the failed attempt in the event viewer. Its like the
connect just is not reaching the box, yet I can ping and mange the machine
remotly and it has full network and internet access.
