random question marks on web pages?

Sometimes when I'm reading text on web pages, I notice that there are
question marks where a certain other symbol clearly should be. Sometimes it
should be a comma, other times an apostrophe, and so on. Anyway, is this a
problem with IE? Regardless, is there a fix for it? Thanks in advance for
any help you can provide.

Typically it is a problem with Encoding. (Alt-V,d)
Are you using Auto-Select?

Also I suspect that users' language settings are a factor
for choosing a default characterset (and therefore font).
