Bullets not appearing correctly on IE Web Page

I'm having a problem with bullets on web pages. Instead of appearing as the
symbol they are, they show up as question marks? How do I fix this

In IE go to View...Encoding. Toggle the "Auto-Select", and/or switch to
Unicode (UTF-8) and see if that helps.
