random pics show "x"

Random images on random sites I browse show up as x or only placeholder.
Steps taken:

1. Cleared cache
2. Cleared cookies
3. Set firewall off
4. Upgrades to SP2
5. Unisntalled MSN 9 / Reinstalled
6. Unplugged router / cable modem for a minute / replug
7. Restarted PC
8. Set all IE settings to low security / low privacy (to allow as much as
possible with no restrictions)

Please help. This has been happening for so long and it is extremely annoying.

One more place to check, In Internet Explorer, Tool, Internet Options, the Advanced tab, scroll down to the Multimedia section and make sure there is a checkmark in 'Show pictures'. Even if there is, try unchecking it, clicking on Apply, add the checkmark back, and apply again.
