random image (banner ad) in signature

INTRO:
I have set up email signatures for my company, they display a banner image
randomly by linking to an online php script.
In short the images in the signature come from the web.

MY PROBLEM:
In outlook 2003 when a user composes a new email the image is downloaded and
added to the signature, eg new image each they compose

BUT in outlook 2007 outlook caches the image and the user has to restart
outlook to get a new banner/image

I know this caching has something to do with internet explorer but i cant
find the settings

any suggestions/other alternatives yould be great

btw the banner ads are for internal products/services and are not spam
