Ran System Recovery, now Windows Installer pops up continually

If I open an email - I get the Windows Installer box 'initializing'
endlessly...
If I open a web site - same thing...

Subject line syays it all. Does anyone have any ideas? Have tried 'msiexec
/unregister', 'msiexec /regserver', no good.
Have downloaded & ran 'msicuu2.exe' - nope
Then 'subinacl.msi' - no good either.

Rebooted after each attempt to fix - out of ideas.

Which version of installer are you running,the latest is v4.5
If installed,try run,type:services.msc Scroll to installer,double
click,set to
"Auto" start,from manual,start service,close out msc.
