quirk typing double-quote marks

Using Word 2007, I've noted a quirk when trying to type double-quote marks
("). They do not display immediately, and only display if I hit the space bar
before any other key. If I type most other keys, especially letters, I get
two dots over the letters - for instance typing the double-quotes and then
hitting the a key gives me ä.

This is very annoying and I don't have the problem outside of Word, for
instance in typing this post. Any suggestions on what might be causing it?
And how to fix it?

You've accidentally gotten into a non-English keyboard. You can toggle/
cycle through them with LeftAlt-Shift, or you can remove all but the
keyboard you use via Start > Control Panel > Regional and Language
Options > Language (after that, XP and Vista differ).
