If yes, they are just remnants of Microsoft HotFixes being installed after
a Windows Update and for some unknown reason, they were not deleted after
the HotFix was installed.
They can be safely deleted. It is also possible they will generate
"access denied" if you do try to delete them. In that case you will have
to "Take Ownership" and give yourself the priveledge to delete them.
