I have a Dell laptop that has Quicken Quickstart Special Edition
installed. I have never used it and never expect to use it. What
happens if I uninstall it? Might it be linked to the OS in some odd
way that the manufacturer determined was good for marketing?

Quicken is not a Microsoft product. It came as a bundled product that
Dell provided. You should be able to safely remove it.
