Be sure the directory actually exists and has items in it, replace the
'username' with your login name.
C:\Documents and Settings\username\Application Data\Microsoft\Internet
Explorer\Quick Launch
If it doesn't exist, create it, reboot and it should appear when enabled.
If that doesn't work, try creating a new user and login with that name.
