Quick Launch tool bar can not be created -- W2K

I right-click the toolbar, then navigate via Toolbars to Quick Launch
and click Quick Launch but an error massage displayed says the toolbar
can not be created. Note that other toolbar such as Address Bar can be
created. Please help. The OS is W2K.
