Quick Launch Toolbar, problems creating shortcuts

I had to reinstall XP Pro and now when I try to put a shortcut in the Quick
Launch bar I get the message "Windows cannot access the specified device,
path or file.You must have the appropriate permissions to access". I have
admin privlidges and the path to the shortcut is correct. Doesn't matter
what shortcut it is the same thing happens. The only ones I have been able
to make work in the Quick Launch area is IE, Show Desktop, My Computer and a
link to my F drive. I can actually create shortcuts for any of my hard
drives just not any programs. I have even reinstalled Office to let it
create its own icon for Outlook and when I click on the Office created icon I
get the same message.I had no problems prior to the reinstall. Have a new
hard drive. Any help would be greatly appreciated
