Quick Launch settings will not stick

Hi all.. I'm having problems with a computer/user where
the Quick Launch settings will not 'stick' after a reboot
with Win XP Pro. Quick Launch will be set up with
shortcuts and the 'Quick Launch' toolbar is selected.
Show Quick Launch is also selected on the
Start/Properties/Taskbar options.
However, after a reboot, the 'Quick Launch' toolbar is
deselected. Once selected again, the toolbar is there
with the correct shortcuts. The user has local admin and
poweruser status, no group policy is applied to the
computer or users on the network. Knowledge base does not
seem to have an article which applies to this situation.
Any help would be appreciated! Thanks - phil
