Questions about changing msconfig Startup items

If I deselect an item in the msconfig Startup tab, will the item remain
in the Startup tab?

I want to be able to reselect the item later.

Also, my msconfig Startup tab has a blank item. That is, both the item
field and command field are blank; the location is the usual
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run.

Is that unusual? Can I deselect that item without concern about
side-effects?

YES - the deselected items stay there without a tick but the appear
after all the ticked ones

Yes, the entry will remain unless you remove it from the registry.;

It is not unusual - it usually means that something was uninstalled but
the uninstaller didn't cleanly remove all traces of the program in the
registry. Yes, you can deselect the entry in msconfig.

When I follow that path using regedit, I find something with name
"(Default)", type REG_SZ, and blank data. Is it safe to simply remove
it?

In theory all you are doing is telling windows NOT to load the app when
it starts up. The item "should" remain so you can add a check mark
later.
